I emailed Ken Perlin (the inventor of Perlin noise) about it last night, asking if a) someone else had already thought of this, and b) he had any thoughts. Hopefully he'll get back to me about it. :)
However, in OGA 2.0, we're going to have a system for determining the "done-ness" of art, where we can set it at WIP, Finished, and Refined. The reason for this being that, since Open Source is a collaborative effort, it's more constructive to point out where a piece of art has room for improvement. The difference between this scale and a normal rating scale is that it's designed to allow a piece of art to move upward along it as it's refined and improved. But, from the perspective of someone who's searching for art, it should accomplish the same thing as a rating system.
Well, if you take the surface a cylinder along the X axis and unwrap it, you only have a 2 dimensional texture. Turning that sideways and wrapping it around a cylinder isn't going to make that seamless.
So, my read of that license is that you're fine as long as what you're posting isn't *just* a garageband loop. If you've added to it or changed it, then you're good.

Where are you uploading that you're running into a disk quota? I wasn't aware of anything like that here. :)
