The about 200 sprites from https://code.google.com/p/dungeon-dobrochan-game/ . Now the development of the game is stopped because of the employment of programmers in the main job, and may not continue.

Can you speak with the author and see if he is willing to license to CC-BY-SA since I don't think they are compatible.
They aren't compatible, and IMHO the GPL should be permanently and forever abolished. Please please please relicense with a CC license! :*(

Some artists chose GPL3 well knowing about the incompatible status. The intent seems mostly to make sure it's clearly usable with GPL3 software but some artists specificaly want the "modifiable form" (source) to be free to, which is why they chose it (or GPL2).
Ashiroxzer, this is a beautiful set! If you don't care whether it's GPL or CCBYSA, I recommend you pick both (multi-licensing is a thing. Also you still have your rights over the art for example).

This is awesome, thank you for releasing it. The interface elements are very usable, and the character graphics are gorgeous. Great resource.
OK I extract the tar.gz to get a .tar... then extract that to get a file with no extension. Not handy for a Windows user.
What can I do, short of going to the googlecode project and getting it from there?
This ordinary Zip archive. After unpacking, you should have a folder "Textures". No files without an extension. Try another archive manager.

In case anyone else has issues with this archive's structure, this is how I had to do it:
I used 7-Zip. WinZip failed on step 3 and I didn't even bother with WinRAR because WinZip had issues. I don't know what mac / linux users use or if this will work for you, but hopefully it won't be too much different.

I'm sorry you could never finish this project. I'm thankful you decided to share your resources though. This is a godsend for the various UI projects I find myself doing. Player handouts and visual aides for tabletop RPGs.
