Obviously you want more images. But you don't say what you want images of. Yes the game concept could be applied to anything but you need to decide what you want to do first. You also haven't specified if you like the current art or are looking to replace it. You don't mention if you want a specific style for artwork.
For the "design problem", what are you looking for help with? Do you think the game is too simple? Do you ideas how you want to expand it but want input?
The addendum works for me. OpenGameArt Movie Video Game, Troll Bridge, and Color Monsters are all very rough so I would be happy asking permission. (Or at least they are right now. Maybe by the time of the contest that will have changed but that is a problem I would like to have.)
I don't like the restriction on using released projects. It wouldn't neccessarily stop me from joining but I feel it hinders the point of "Finish It." I usually release my games as open source. I tend to put the code up before the game is even fully playable. The exception being opengameart movie video game but that has been released on itch.io. So I would probably have to create a new game.
Wish this knight was four directions. Looks like you have a 4 directional knight on your website but can't use that in an open source game. I dummied three frames facing the opposite direction. Not as good as what you would produce I'm sure but I'm shrinking them down to 64 pixels tall so any visual problems are not noticable. An old version of the game without the new images can be found here. It also includes a modified version of your Santa character.
Maybe just require people to indicate what was improved. The judging would be based on how the additions improved the game. So if you add a new level to an otherwise complete game, the rating would be low because it doesn't add much. People voting wouldn't neccassarilly follow that but I don't consider that a big deal. I would still suggest disqualifying entries that don't list what has been improved.
I would like to voice my support for a finish your old game jam. I've been meaning to join an OGA jam for a while. I came up with an idea for the Summer 2017 jam but couldn't find an rpg engine to implement my vision. I almost tried this one as well. I did enter the Indie Game Making 2018 contest with that original idea I had. Alas building a new rpg engine in one month didn't work. I still want to complete the OpenGameArt Movie Video Game so a game jam focused on completing old projects would be nice. I've been adding the 1 bit color art for the game to this site.
I decided to directly use this tileset this time. It is found in the OpenGameArt Movie Video Game (the game is a prototype and not a complete game). I did end up creating an indoor 1bit tileset.

I heavily modified Major Triumph for Everything Attacks. I took three frames and made them supervillains.
