Yes, MedicineStorm gets it. The purpose of this art is to make clear the associations between modern oligarchs and modern neo-fascism (see here for just the first example that popped up in a simple search). It's obvious to anybody who's paying attention, but plenty of people aren't paying attention, and for them this will help. We have deep cultural associations with the Nazi symbol that are not yet deeply associated with the X logo, and they need to be; this mash-up will help.
And then, when it comes to game development, using this symbology for the bad guys the player is fighting helps promote the idea that we all need to resist evil, in whatever ways we can. Like those games MedicineStorm pointed out, there's nothing wrong with having your antagonists based in part on real-world assholes like the Nazis (or today's neo-Nazis). This has a long tradition in game design, and for good reason.
I had a feeling this work would stir up some controversy. If it gets people thinking more deeply about what's going on right now, it's totally worth it.
But I do hope somebody takes this and uses it in a game — I have a few ideas myself, but no time to develop them!

Just to follow up, here's what I've got going now -- flat buttons, arranged in a strip with rounded corners on the ends, and a subtle mouse-over highlight.
I'll probably continue to play with the exact colors, but I'm digging the general effect. Thanks everyone for your ideas!
